I could write a 5000 word blog post about this, and someday I will. This was in fact the last Dead trip to unconquered territory, and they took it with no opposition. Sic Transit Gloria Psychedelia

Sounds to me like "Citizens of Boise, submit! For it appears you are a conquered people."
You could well be right. I couldn't clearly make it all out, or didn't take the time to try. Fun stuff.
